Plans of Conservation and Development
Harrall-Michalowski Associates (HMA) works with municipalities in assisting them with updating their local Plan of Conservation and Development. A Plan of Conservation and Development is a mid range policy plan for the community that provides a vision for how a community would like to grow over time. These plans must be revised at least every ten years, as mandated by the State of Connecticut. HMA establishes an effective working relationship with its client towns and cities to provide them with the technical capacity and guidance necessary to assist them in establishing their vision for the future and a guiding document with specified goals, objectives, and actions to achieve that vision.
