PHILIP MICHALOWSKI, AICP
PRINCIPAL

As a principal of HMA, Mr. Michalowski serves as the project director for public and private municipal planning and economic development projects, marketability and feasibility studies, structuring of project financing, technical assistance in community development for cities, municipal management studies and municipal revitalization programs.  His professional activities have spanned over thirty-five years and have included working with federal, state, regional and municipal units of government, neighborhood organizations, community associations, non-profit organizations and the private development and financing sectors. Mr. Michalowski's assignments have included pre-development feasibility analysis for large waterfront mixed-use developments; tax increment financing feasibility studies; preparation of marketability studies; geodemographic studies; consultation in establishing and marketing planned business parks and mixed-use projects; utilization studies of obsolete industrial plants; market repositioning plans; transit oriented development; downtown studies; and development options for large tracts of land.

Mr. Michalowski supervised project planning and implementation of significant relocation programs in support of the Swiss Bank project in Stamford, Ct. and Pfizer in New London, Ct. Similar services have been provided for major projects in other municipalities.  In addition, a substantial amount of Mr. Michalowski's practice has been concerned with the planning and implementation of revitalization programs in several states.  Most recently, Mr. Michalowski has focused on municipal planning and zoning programs including updating plans of conservation and development in Connecticut. .

From 1979 to 1987, Mr. Michalowski was Vice President with RPPW Inc., responsible for regional and national planning projects.  As development administrator for the City of New London, Ct., from 1971 to 1979, Mr. Michalowski supervised a wide variety of planning, economic development programs and public improvement projects.  He began his career as a planner with James P. Purcell Associates, Inc., in Hartford, Ct. from 1965 to 1971.

Mr. Michalowski graduated from St. Michael's College in Vermont, and earned a master's degree in public administration from the University of Pittsburgh.  He is a member of the American Planning Association, the American Institute of Certified Planners, the Connecticut Community Development Association, the Urban Land Institute and the Connecticut Economic Development Association.  Mr. Michalowski has served on numerous national, state and regional task forces.  He has lectured on community and economic development at Connecticut College, the Rhode Island Graduate School of Planning and at many seminars and workshops.  He is a trustee of the Garde Arts Center in New London, Connecticut.

Mr. Michalowski's most recent publication is the Fairfield County Market Profile for the Urban Land Institute's ULI Market Profiles: 1998.  He has authored this profile for several years as part of an international series published by ULI.
