Mr. Looney joined HMA in March of 2002 while completing his Master’s degree in City Planning at the Massachusetts Institute of Technology. While attending MIT, Mr. Looney’s academic pursuits focused on the physical design and development of urban areas, zoning law, urban design politics, planning and institutional processes, and community growth and land use planning. Prior to his graduate studies, Mr. Looney was employed with the City of New Haven’s City Plan Department as both an intern and Planner I from 1997 to 2000, where his professional experience included downtown planning, GIS mapping, harbor research and development issues, and assisting the Redevelopment Authority.
In addition to his Master’s degree, Mr. Looney received his Bachelor of Arts degree in political science from Yale University in 1998. As an undergraduate, Mr. Looney completed an internship with the Hudson River Park Conservancy in New York City, where he researched statutory issues related to the conversion of abandoned industrial piers into linear open space.
Mr. Looney’s responsibilities include zoning analysis and revisions for several Connecticut cities and towns, the production of age-restricted housing market studies, planning studies on the impact of particular age-restricted housing developments in several towns, fiscal impact analysis of development proposals, housing market assessment studies, and industrial park feasibility analysis. He has also worked on economic research and market feasibility studies for commercial uses and downtown development, including demographic and economic data analysis and economic modeling. Working as part of an HMA team, Mr. Looney has assisted in the updates of the Plan of Conservation and Development for East Hartford, Hamden, North Haven and West Haven, and has assisted in completing a Regional Housing Market Assessment for the South Central Regional Council of Governments with a focus on affordable housing issues. He also assists in various GIS mapping projects and transportation studies.
Mr. Looney is a member of the American Planning Association and its Connecticut Chapter and the American Institute of Certified Planners.
