As a principal of HMA, Connecticut’s most experienced community planning firm, Mr. Harrall concentrates in several areas of the firm's practice including economic development, market analysis, transportation planning, environmental impact statements, community development, housing strategies, revitalization and comprehensive planning services.  His assignments for private and public clients have included projects in Arizona, California, Connecticut, Florida, New Jersey, New York, Massachusetts, Michigan, Nevada, North Carolina, Pennsylvania, Puerto Rico and Rhode Island.

Mr. Harrall provides community development consultation inclusive of housing program preparation and analysis to numerous communities as well as comprehensive planning and zoning consultation.  Mr. Harrall has prepared numerous revitalization plans in accordance with applicable legislation in several states.  Feasibility studies for hotel, housing, industrial, office and retail projects including adaptive re-use of historic properties have been part of his market analysis experience.  Assignments in the area of land development have included the supervision and coordination of the preparation of feasibility analyses and environmental impact statements for major office, retail, residential and mixed-use projects.  As a consultant to the U.S. Department of Housing and Urban Development, Mr. Harrall has provided technical assistance to communities in California, Nevada, New Jersey and New York.  He served as Principal and Project Manager for a Regional Housing Market Assessment for the South Central Regional Council of Governments which was adopted as the Housing Element of the Regional Plan in June 2004.

Prior to entering private practice, Mr. Harrall was with the Department of Planning and Urban Development in Providence, Rhode Island, where he was supervisor of planning and redevelopment activities for the Model Cities Program.  Mr. Harrall is a past President of the Connecticut Economic Development Association (CEDAS).  He has been an active member of the American Chamber of Commerce Researchers Association and the Northeastern Economic Developers Association.  Mr. Harrall has conducted workshops for various national organizations including the American Planning Association National Conference.
