SENIOR CONSULTANT
As a Senior Consultant for HMA, Ms. Sprague Clerkin assumes the primary responsibility for demographic and economic research, socio-economic analysis and market feasibility forecasting for office, industrial, residential and mixed use marketability and feasibility studies. In addition, Ms. Sprague Clerkin provides community development assistance to municipalities in Connecticut and New York; prepares Environmental Impact Statements; assists in the development of market positioning plans; and is actively involved in projects requiring revitalization, redevelopment and re-use planning. Ms. Sprague Clerkin also provides technical and comprehensive planning assistance on municipal plan of development updates and neighborhood revitalization strategies.
From 1981 to 1987, Ms. Sprague Clerkin was employed by RPPW Inc. where she was involved in a number of projects including plan of development studies, market feasibility studies, municipal coastal management program, tax increment financing studies, and environmental assessments and impact statements.
She was also responsible for the administration and analysis of public opinion surveys for various projects, including the Captain's Walk market feasibility study in New London; the central business district in New Canaan, the Mago Point coastal area management special study in Waterford, and other specialized market feasibility and market positioning studies in Missouri, Connecticut, New York and Massachusetts. Before joining RPPW Inc, Ms. Sprague Clerkin was employed in the Community Development Department of the City of Forest Park, Ohio.
Over the past several years, Ms. Sprague Clerkin has attended numerous classes and seminars pertaining to PC and computer software usage, data retrieval and GIS, spreadsheet and data management techniques for land use decisions. Ms. Sprague Clerkin researched and co-authored the Fairfield County Market Profile for the Urban Land Institutes', ULI Market Profiles through 1998.
Ms. Sprague Clerkin received a bachelor's degree in urban planning from the University of Cincinnati, where she was elected to Delta Tau Kappa, the International Social Science Honor Society. She is a member of the American Planning Association, the American Institute of Certified Planners and the Connecticut Community Development Association. Ms. Sprague Clerkin is a board member of the New Haven Roadrace Committee and was actively involved with the City of New Haven's efforts for the 1995 Special Olympics World Games as a volunteer Director of the City's World Games Operations Center and Organizing Committee assisting with fundraising, merchandising and public relations. Ms. Sprague Clerkin served six years as a Board Member for Habitat for Humanity of Greater New Haven serving as Vice President and the chairperson for the Neighborhood Planning and Development Committee.
